Fair point there AE Senior, although I have to say a lot comes down to where they lower the bar to in their definition of 'culprit' We're all going to potentially become one of those every time we do 1mph over the ACPO recommended limit, or wherever they decide to set it.

I can't in all seriousness see it happening if the motoring public in this country just wake up to the fact that they have the ultimate weapon at the ballot box, and quit bending over quite so readily.
