Thats Lake Geneva (Switerzerland) - along the Geneva shoreline itself and it happens most years. As the wind picks up the waves crash over the side, and freeze! Lived there for a long time, and it looks amazing when you see it in real life - whole left hand side (as you look from the pont du Mont Blanc up the lake) gets to be one big ice rink..
