Do heavier wheels overly affect performance

No - old tyres were dead just bought a new set of the same stuff.

Yeah suspension is different stock 00 to stock 04.

Maybe its me expecting to see a change

You will get a difference but to the average driver on the road you wont notice it that much and a lot wont notice it at all.

On the track it it's a different mater. Unless you use the car as track day only, i'd say your just throwing money on a name.

Try going on a blast with a bunch of S2000's, normally a few different set up's and you can compare them. My last was mine, a standard 03 and 2 04's no difference in keeping up with each other.
