Is there a database somewhere that links every engine number to a chassis and therefore the year of manufacture?

My engine blew last year and I had a replacement fitted but the garage was unable to provide me with an MVC document (and therefore prove) that it had only done 18k miles in a 2006 before being fitted to mine. Bit gutted really because before I handed over the cash they said I would definitely receive it. Now I’m worried that the engine they fitted is actually older than my old 2002 engine with 48k miles that blew.

Can anyone help me out?
