A little too high IMO it should be 14-1500rpm.
Start with the coolant sensor for the ECU, it works on a bio-metalic basis and sends resistantance value to the ECU to control the RPM when cold.
I would be confident on this if the car returns to normal revs when at running temp.

Thanks, also, restarting when hot, i've noticed the revs dip to around 500rpm or less as if its about to stall. It does this a couple of times then goes back to normal.
ECU reset worth a try maybe?

There is a term called MAP-whack which involves tapping the unit but then how hard? Beaware that this can cause more hard than good and colud kill the MAP sensor all together. I advise only using a 13mm ring spanner and tapping lightly with the ring end. It becomes easier if you know what you are trying to achieve.
The diaphram within the MAP sensor over time will suffer because of deposits of carbon from the manifold. Tapping the sensor will clear an amount of these deposits and you will see an improvement but unfortunately due to the sensitivity of these units a new one will be required eventually.
