early s2k's do wear out the inside edge of the front tyres unevenly. Its to do with the way the camber is designed to be set. Not an issue if both front tyres have worn in the same way. My MY00 had exactly the same wear on it's front tyres.
The disc just looks like its corroded. If the car has stood for a while you get rust on the disc and the if the rust becomes anything more than surface rust it wears away the pad faster than the pad can wear the rust and you get a disc that looks like that.
You need a pair of new discs and pads. If you go to the like of brakes international for a new set of discs and pads you'll pay circa

1-Tyre wear normal.
2-Looking at the Brakes,
Obviously has very recently had new pads judging by the copious copper grease used.
Caliper itself has had something done to it, maybe a recon caliper or its been removed and painted (judging by the colour). Check comparison against the other
three.
Looks like the new pad is not making full contact with the disc. Not sure why from the picture!! Commonly Honda offer to skim the discs for whatever reason. If done incorrectly by some spotty YT boy, this could be causing the problem.
3-Those yanks are so funny !!! Accident damage !!!
edit to add... so sounds like you ll need a pair of front tyres for your next MOT - around 170quid. And more than likely as said Discs and pads 200quid.

The pad has got copper greese on it cos the owner has just had the pads reseated, to try and correct the isue. But this hasn't worked.
Why the comment to check suspension bushes and how would i do this?
Both front calibers are black, is this not a standard colour then? Guess they have just been painted?

Fixing this involves a lot of work and can be *very* expensive.
THe only way to find out if ther bushes are seized is to have an alignment done on the car. The cost of this would be around

looking at that, i'd budget for new discs and pas on the front. Unless that caliper has taken a knock that has knocked it out of line (unlikely) the pads have just been put in wrong. But not the existing discs and pads will have worn unevenly so i'd budget for replacements.
