I'm curious how you're going to pass California emissions without the OEM ECU regardless of KPH or MPH dash display. The US AP2 clusters stop at 9,000 rpm but at 8,000 the indicator is in the red where your engine will rarely run. This seems cosmetic to me. 

The AP2 tach still reads up to 9000 rpm. 8000 - 9000 is in the red but it's still there and readable.

As far as 8-9k being readable on the US tach, you're incorrect. Firstly, the red part is actually hard printed on the glass lens in between 8 and 9k, much like it is after 9k on the UK/ROW clusters. And more importantly, US clusters just start flashing red in that 8-9k range when you get to 8k. There is no resolution and no way to visibly tell what RPM you are actually at.
The motor I built will rev to 9k so this is more informative for me than cosmetic but you're welcome to your (wrong) opinion.

I saw you did it on an AP1 cluster but I would imagine the procedure is the same or similar for the later clusters. I must admit I don't know enough about this stuff to even know where the EEPROM is on my board. I know it looks different on the cluster I took apart compared to your photos. From reading around a bit it seems the EEPROM in mine is a 93c66. Would you happen to know the likelihood the hex data locations are the same? I used Tachosoft to check and it seems that at least the mileage hex lines are slightly different - the later chip only shows mileage stored in two lines as opposed to the 4 on your cluster.
And one last question - what are you using to power the cluster on? I've tried searching for that little red box as I've seen it used in cluster testing by other people but I have no idea what it's even called to find it.
That guide isn't from me, that's just a link I found after much research. It was a while ago I did Mine and I did have the advice of a Polish electronics genius at work, plus eprom burner I could use there. Powering up was a suck it and see. The instructions were followed and it worked straight away when I reinstalled it.
