I've not done it myself but, as far as I'm aware, it just unclips/unscrews and you can pop it out and inspect it. Can anyone verify this?

Yep it does don't use solvents compressed air is best.
I'll bet all that extra metal has confused the OP

Do a search for "kangeroo" or "hesitation" and you will find all you need.

Im certain its nothing to do with throttle control. When it happens, you can stick your foot right down and it will just hesitiate, for a number of seconds.
