Modding sections?

It'd certainly help if newbies actually bothered to "Read This First", something which, from many recent experiences, doesn't seem to be the case at all.
Pick one of the following (by no means an exhaustive..)
Clicking the confirm link that gets emailled out takes directly to the "Read This First" post, and only allows that to be read for 24hrs
Rather than having to type in a few letters to prove one isn't a computer (literally rather than figuratively speaking, of course) - new users are to type out the "READ THIS FIRST" thread verbatum before being allowed to register. The copy and paste function would of course be disabled.
Anybody posting within the first month of membership in a way that clearly suggests they didni't bother to read it gets banned.
Draconian? Maybe. Orwellian? Perhaps. Bet they'd work, though

This place has turned into the chav class and I blame Ian for allowing it to happen.
The mods have been doing a good job over the past few days trying to make sure that S2ki doesn't turn into a CTRO, ScoobyNet or the like.
We still have standards on here.

That would be lovely, but sadly can't be done as there's no way of identifying UK members at sign on apparently.
