I have noticed this occasionally for a couple of seconds at start up, but as martin j says, blip the accelerator and it goes away. It's been like this ever since I've had the car (> 2 years,) so just assumed it was a 'feature' of the car. It certainly hasn't got any worse.

Just after starting, the battery power will be low.
You just drew over a hundred amps turning a cold engine with oil like treacle.

Thats why its sluggish - electric power assist.

will do there's 3 foot of snow here atm so it's gonna be some time before i will b able to drive it I did sit in it and turn the wheel it still done it the best way I can describe it is as you turn the wheel for an 1/8th of the turn it was heavy then back to normal the heavy again thats why I thought it was a belt slipping because it is consistant with that.

It's meant to be like that.
Centre weighted so the steering isn't silly light.

When belts slip, they tend to continue to slip.

Increase the rpm to 2,000 & see if it improves. The alternator ought to be driving it direct by then.

It could as easily be stiction in a bent steering rack.

Make sure you push the clutch in when you start the car as that disconects the drive chain and save loads of battery power.
Also if you are going out and starting the car on the drive and going nowere you will drain the battery and make matters worse. Best to leave it till you can drive the car.
