British Constitution of 1689?

Britain (as in the Kingdom of Great Britain) didn't exist until 1701.

Have fun trying to win your argument in court using that law!

I can't help with the query but it's safer not to post tax docs (sorry this is hindsight)

take V11 relicensing reminder to Post Office (I use my main sorting office not the local village one)

no need for docs like MOT or insurance to be presented!

no payment required but they issue receipt - date, time - and clip to the V11

receipt says CLIENT: D.V.L.A., Scheme: SORN, ref (a 24 digit numeric string )

It's the English Bill of Rights.

And it's perfectly valid as a defence - used it myself to wriggle out of a parking ticket as the town council had subcontracted the parking enforcement to a company.

Good luck on the SORN thing. As a comparison I had a car off the road (in bits in the garage) and got a untaxed on the road summons from the VRO. Turned out the parking attendant had miswritten the reg. Had to write a few letters but all sorted out in the end.

Dont drive around untaxed though, every motorway in the country had registration recognition cameras on (the little white ones) so they'll know you've been on the road!
