Default Statistics question

Is the stated weight of the car measured with or without fuel/fluids?

Is the performance measured with full tank, passenger etc?

Performance is usually measured with half a tank, no passenger.

My car weighs around 1,380kg with 80 kg of ballast on board and half a tank of fuel.

My lap times on track are not really any different with or without a passenger aboard.

I'll be weighing my car this weekend as my friend has bought some corner weight scales. Will post up the findings.
