Any1 has the torque setting for the Front & Rear Lower Arm bar?

Front lower: Torque of 38Nm; page 20-114 in workshop manual
Rear lower: Torque of 45Nm; page 20-115 in workshop manual

I've only ever seen the 2000-2003 service manual. Was a later version ever made? 2004+? Are these manuals supposed to be available for sale or are they for Honda eyes only?
