You are quite clearly going for the Smart brand rather than your stated reason.

Something like a Yaris diseasel would probably be better - 64MPG. French small cars would probably be cheaper on insurace and more economic, but they're French. Also depreciation would be much worse, making them a better second hand buy (you are going to buy second hand aren't you ?)

Smart cars are great. GF had a convertible one not long ago. Good fun - if very slow.

Do Daewoo, Proton, Tata etc do diesels
IIRC Lowest tax at the moment is getting a pick declared as a company VAN! (how long will it take Gordon Brown to close that one?)
