We've recently set up a smart repair business which includes flocking in a variety of colours (over 50 to choose from for those wanting anything other than the normal black).

We have a professional electrostatic flocking kit and use only the best epoxy and flock available. Prices are dependent on the condition, size etc of the dash or panel but a simple dash would be around the £80-100 mark.
