are there any tracks open for public or club use in vancouver?

nah, there is a small one in mission (i guess greater vancouver?), and there is one a bit down south in Washington state

Mission's a fun little track. Almost more like a karting track for cars than anything else.

Mission is a great track for first timer. It can get quite boring a second time around.
