The lower offset will increase the track of the car which will improve handling, but unless you are racing and need every little bit of performance, the amount gained from the track is minimal.
If you want to break it down, the lower offsets/increased track should improve handling. But the increased track also increases the leverage on the control arms which will result in increased forces on the suspension. If you are stock, that makes the already not stiff enough springs even more not stiff enough.
If you have aftermarket suspension, you can swap out the springs for stiffer springs, but you would need to go through the processes to figure out what spring rates you will need for best performance.
Wider rims allow you to use wider tires. Wider tires will give you better handling and traction, at the cost of a heavier tire which will increase rolling mass.
A 17 inch rim may give you more options for tire selection. With a 16 inch wheel, you either go with a 225/50/16 tire or a 245/45/16 tire.
With the 17's, depending on tire, you can go 225/45/17, 235/45/17, 245/40 or 45/17, 255/40/17.
