The other point that I made was that I doubt ICBC will pass on the increased revenues to reduce the rates of safe drivers. My experience with ICBC has not been good and I generally view them as slimey buggers. I imagine the increased revenues will be used to pay increased bonuses to ICBC managers that deprive accident victims of their rightful and reasonable insurance payouts, but that is a whole other story...

Big street like Hastings have 50km/h. Wtf is this ****? At night or early in the morning when its empty, how do you possibly be going at 50/km looking like a fool who can't drive in the middle of the road. We need more smart ppl working in the government than some **** up no brainers who got the job through nepotism. Again I pay like $3,500 per year for my insurance and this is ridiculously expensive compared to most of the people I talked to in the states. Such harsh punishment for high risk drivers. How about punish the asshole jaywalkers too.

-surrounding influences such as schools or the like
-number and frequency of intersections

This is what's wrong with today's people. People only think about themselves, and when they do that they never see themselves as being that bad, just like no one has ugly children.
What criteria would you use to determine who is a good driver and who is not. Qualitively speaking, the only way is to use driving history ie accidents/claims/tickets but there are tons of people who only drive 2000 km's a year, and statistically those people are less likely to get into any problems as opposed to those that drive 25,000 km's a year.
Going back to the main topic, if an excessive speeding ticket and 3 points is not enough to deter you from going 40 km/h over the speed limit, who is to say that person will not do it a second time. Most people speed, but the chance of getting caught is generally low but everytime someone get's caught they will always complain. That is life.
The problem with people speeding excessively, is similar to those people who are timid and drive way below the speed limit. It is this difference in speeds that can cause an accident.
Imagine you are driving along at 100 km/h, that is 91 feet per second and an average human reaction time is 0.3 seconds to see and another 0.3 seconds to apply the brakes. In that time, the car has traveled another 54 feet before the brakes are applied and the car begins to slow down. If you are traveling 40 km/h over the speed limit and someone else is driving the speed limit, that difference in speed can be a serious problem.
Another problem is that all this talk about certain roads being safer than others, like what ColdRSX said, it is not that simple. You cannot pick and choose when you can go over the speed limit and when you shouldn't. If you truely feel a roadway should be faster, you can always write to your MLA and ask to have them review the speed limit there. It has been done, just look at the I5 in Washington.
The other issue with allowing certain people to speed is that not everyone's car is capable of handling those speeds, and not everyone's car is in proper shape to handle it as well.
Just look at last weekend, how many drivers did you see out in the snow driving on bald all-season tires.

though human reaction speed hasn't improved over the past 50 years, vehicle safety has. back in the day, cars weighed much more, had less efficient brakes, didn't have safety features (airbags), etc, etc. yet with all of these major vehicle improvements, the speed limits are the same now as they were 50 years ago.
think about the braking distance of a 1957 Whatever Car, compared to the distance of a 2007 Whatever Car, then tell me that speed limits can't be raised.

well... there are a LOT more cares nowadays that are so easy to speed with and prices have gone down thus being affordable even to some teenagers..(well I mean their parents can easily afford one for them). You can easily speed these days with civics, corollas also lol. I guess it's because of significant increase in young car owners. I remember one time people on s2ki were talking about how so many young s2k owners there are than 7 years ago and deteriorated the quality of the forum with immature comments and flamings.
IMO speeding tickets is BS period. I havent gotten one in 5 years and have gotten NONE in my S. However due to the style of cars we drive, the colours they are, makes us more subjectable to being at the other side of the radar gun vs. soccer mom doing 60 in a 30km school or park zone.
I live by a park and I enforce the speed limit my self when i see flying cars doubling the park zone limit by going even slower. The majority of the population speeds but its the people with sport cars that eat the ticket vs everyone else. ICBC huge proffits each quarter should be whats paid back to good driver by giving back lower cost as an insentive. When was a crown corporation into raping and robing the peoples whos taxes paid for the whole system?
Who regulates these people? If they are govern by the people, should we be able to let which laws fly and which gets sent back to the drawing board?
ICBC has toooo much power IMO and what they are doing with those powers make me sick.
When does driving a car in an illegal way such as speeding superseed crimanal things like having possesion of weapons? Murder? Shootings? The RCMP is lacking in man power and funding from the government, yet ICBC has all this surplus of cash they dont even know what to do with. If all these rate increases mean more funds to service police, make violence drop, hey im all for it, but if ICBC is using this money into realestate ventures like buying and building new skyrises like Central Tower then im sorry i have to say F!@# OFF, this has to stop. We the people have no voice no more, and this shit if it was in the states would not fly.

Look at the insurance industry after the 9/11 attacks. IIRC, insurance companies paid out billions of dollars to cover the insurance policies on the towers and life insurance policies on all the people that died.
A few things you guys need to keep in mind, though ICBC is a crown corperation, they still need to go through the right passages to get things approved, and in this case they sent their application for the new policies and was approved by the BC Utilities Commision. ICBC has no control over how much and who get's targeted for speed traps and speeding tickets, and the money ICBC collects goes back into ICBC so the can "claim" they are trying to keep our insurance premiums down.
For those people that think ICBC is expensive, it is time for a reality check. In the US, speeding tickets will affect insurance premiums. If you get too many speeding tickets, those people are considered "high risk" and often have a tough time getting insurance coverage. Just look at all the traffic lawyer adds on US television, and some of the US based web forums.
ICBC was toying with the idea of raising the rates on people who make too many claims compared to the average in the same area. That means if you drove a car that kept getting broken into, or too many no-fault accidents, ICBC wanted to raise your rates because you are a "high risk" driver.
On to the topic of speed limits, if you feel the speed limits are too low, then feel free to ask the city to investigate weither or not the speed limits are too low.
Over the years, cars may have gotten safer and brakes perform a lot better but physics have not changed. Rapid deceleration can still kill.
Bottom line is as a driver you take all responsibility for your actions. If you cannot afford to pay for speeding tickets, then don't speed. It makes no difference if the speeding ticket was $500 or $1000. If you cannot afford to fix your car after a crash, do not take your car to the track.
