Default Planning to get flares

I'm planning to get new fender and the fender is flared out 40mm. What type of offset should I run?

You can look at wider wheels and anywhere around 20mm less offset. You would also want to run wider tires obviously.
If I can help let me know.

Just take a look at wider wheels and tires to fill up the space. The offset ca be down in the 35mm range with that much room.
