Default Prep'ing Wheels for Painting

I was thinking of painting my stock wheels while they are off my car.

I have always been told the key to a good coat of paint is good prep. What are good strippers and other stuff to prep the surface of the wheels to accept paint?

a good cleaning with scotch pads and simple green, and lots of sanding. sanding is the key

why not powder coat? longer lasting, less likely to chip and it can be cleaned without fear of peeling. Unless there is some serious paint for this app that I am not aware of...I would like to know as my wheels are coming off soon
