no, u heat up the paint which allows it to flex.. then roll.. if done properly the metal will be in the same condition and paint as well... and cause no rust. some people skip the heating step or they use a bat which causes the paint to chip and then u have bare metal exposed and then u have rust..

My front fenders are 40mm wider on each side then stock so I have lots of room up there.

If I were using a 17x9 wheel and a 255 tire, what would be the lowest offset I would be able to fit?
If I were using a 17x8.5 wheel with a 245 tire, what would be the lowest offset I would be able to fit?

Well that depends. There are many differen't factors that come into play when deciding on wheel fitment, then just rolling the fenders and having a set "offset" of when you do so.
When it comes to offset decisions, are you trying to get a wheel that you can fit the most rubber under? Are you trying to get a wheel that can achieve massive lip? Or are you trying to get a wheel where the wheel it self is "Hella flushed" with the fender?
Assuming by your post, I will say that you are somewhat lowered on some type of suspenion with stock alignment specs and rolled fenders. If this is the case, then...
17x9 +55 would be the lowest I would go to run a 255 w/o problems
17x8.5 +48 would be the lowest I would go to run a 245 w/o problems.
But Mind this. Negative camber plays a big role when it comes to wheel fitment.
