Not at all. Despite the implication in the post you quoted, a lot of summer tires perform well in the rain.

Star Specs are GREAT in the wet/rain, until they're about half worn, at which time hydroplaning becomes a serious issue in any kind of standing water at all. The best Max Performance Summer tires have much higher void ratio and are much more resistant to hydroplaning, and give up very little in terms of dry performance compared to low-void-ratio Extreme Performance tires.
