Default Tire stretch

I am planning to purchase a set of wheels , I was wondering what tires you recommend to stretch on 17x9+44 17x9+38 rear. I plan to have the car very low so need a the stretch to help me out.

Please post pics of some set ups and tire/wheel spec.

forgive my ignorance but what gain is there by stretching tires. Kinda looks unsafe imo
