Default Wheel Question

The wheels I'm looking at:

CHROME XPRESSIONS 808C chrome 17x7.5 inch
Bolt Pattern: , 5x115 Offset: 38mm

I'm on all stock suspension. Guy doesn't know what the actual offset of the wheel on his car is, but the offset of the CHROME XPRESSIONS 808C on his car shouldn't vary from the CHROME XPRESSIONS 808C on the website right?

So is 38mm bad for the car in anyway?

I noticed that the rear wheel extends somewhat beyond the outside edge of the fender, like, if you looked down on the car, the wheel is sticking out a little. I also noticed the tires on the rear wheel, don't have that small maybe 1cm space in between the edge of the wheel and the edge of the tire like my stock ones. On his, the edge of the tire sits all the way up against the edge of the wheel, with the inflated part of the tire extending beyond the edge of the wheel.

Never heard of those wheels, I would stay away. Plus, the width is wrong you don't want 17x7.5 all the way around unless you want a lot of oversteer. Third, the offset is a bit lower than stock so you may rub if lowered.
