Automated "robotic" parking lot
already instituted in Tokyo/Shanghai/Taiwan, etc. The 2nd unit in the US is about to open in... Chinatown, NYC.

Less space used for robotic parking areas, means less operational cost/overhead for parking garages over the long run for a given qty. of parking spaces/slots. Thus at the same time making new space available for other things.
How it could work for Chicago as a whole would only be speculation at this point. You can read more about it the respective websites of the companies that manufacture & setup these systems and also find references on how these robotic systems are benefitting other cities.
Parking is pricey yes. I remember seeing $30 for overnight next to the Drake Hotel, but fortunately only had to pay $12 as a guest
