perhaps it is to ensure it is a RAWS complied vehicle, and not attemptedly registered illegally. They may also want to make sure you have all the things that should've been installed when the car was being complied such as side-door intrusion bars, and baby seat mount.

re identity check: common occurance when you buy a car interstate and wish to register it in nsw. the rta inspector basically checks the firewall to see if it has been tampered with. This is obviously to prevent rebirthin of stolen cars. I was told this by my mechanic when i bought a type r from qld. But for some reason the rta never requested an identity check....
