I sort of like the proposal above to let the bottom x% of teams use them, as a way to level the field slightly.
But that is just it, that is the part.

How do you determine the bottom x%, and when?

Honda has been running very strong this year; AD in fact has had the fastest lap time for both practice sessions of the season. How in the hell does that make them part of the bottom x%?

Ferrari wins a lot of races and people get all cranked up and scream foul, now Honda has a clear unfair advantage and everybody sits back and says nothing. That's bullshit.

As matrix points out, if cost savings was really an issue at play within the FIA there would be no 3rd drivers. You see I have a hard time swallowing the idea that to save money you need to build even more engines, you need to build even more tubs, you need to hire extra personnel. Geez, I'm really trying to cut back on my track costs, I guess I'll just go buy another car...

if a team uses its engine for a 3rd race, do they move ahead 10 places?

The third car gives young driver a chance to shine. I think that the system could use some tweeking to insure a top team (at the time) doesn't get an advantage. Maybe something like the results of the previous 5 races or something.
