Skip Barber is the way to go, equal cars, excellent instruction after every session, crew maintains the car, etc. I'm involved in the southern race series and love it, we've done the "own your own car" thing in the SCCA nationals, went to the runoffs, etc. With SCCA or pretty much any racing, it's about how much you want to spend to go fast - - spec classes give every driver equal oppertunity, it's the driver, not the equipment.
And yes, you can race at 15 with Skip Barber, all you need is your parents approval.

VFROOOM is right, if you want to get into racing join SCCA or NASA. If you want to race in NASA in an S2000 you will be placed in H1 Honda-Challange. Here S2000's are very limited to the changes you can make to the car so a stripped stock 'S' is what you would drive.
Unfortunately neither SCCA nor NASA are great places to be "Discovered" for a career in racing. If you are truley interested in making it a Career(being paid to drive) then your best plan is to suck it up and compete in a Kart series. Also, any reputible racing school is a definite plus.
