The ref is an entity that does the testing in which you have to pay (didn't you pay?). CAP is an assistance program that uses state $$ to be used at the ref. I just hope I'm wrong.

So, let's say that they DID suspend the ref - what happens now when you get pulled over with the "pop the hood" run around?

good question. in my guess, and i'm just guessing here, that it wouldn't matter anymore?
don't misunderstand this though. smog is still in effect, this is just regarding state ref

I don't know.

Yes, paid $38 bucks for the smog and certificate.

Had to get the sound test done which was free.

Heard the news as well. So does this mean I can freely run around with a K20 in a car it wasn't meant for?

Can't the police just send you directly to smog?

I think it's two separate...

That's info on just CAP... looks like referee is separate from CAP and it's not meant to be "Referee and CAP" as one..
