I'm just being devils advocate. Like I said I hope I'm wrong. I mean why discontinue a program that brings in $$?
Wouldn't in then read:
"Referee, Consumer Assistance Program (CAP) Repair Assistance, and..."

So, let's say that they DID suspend the ref - what happens now when you get pulled over with the "pop the hood" run around?
don't misunderstand this though. smog is still in effect, this is just regarding state ref

The ref is an entity that does the testing in which you have to pay (didn't you pay?). CAP is an assistance program that uses state $$ to be used at the ref. I just hope I'm wrong.
I don't know.Yes, paid $38 bucks for the smog and certificate.
Had to get the sound test done which was free.

I think it supposed to read as a whole. I could be wrong but this is how I comprehend it. I'm gonna try to find time to call tomorrow. I HOPE I'm WRONG!
"Referee and Consumer Assistance Program (CAP) Repair Assistance"
"Referee and Consumer Assistance Program (CAP) Repair Assistance"

That's info on just CAP... looks like referee is separate from CAP and it's not meant to be "Referee and CAP" as one..
