Company Reimbursement legal issue

We have to pay everything out of pocket first and then submit an expense report. It usually takes them less than 1 week to get us our check but it has taken as long as 2 weeks...

Yup,
This is the way my company does it.
The first time they took 6 weeks. I charged them my finacing fee. They paid it.
After that time though, they have been much more responsive and have gotten me my check within a week.
One of the trips they sent me on, I actually got to go because the guy they wanted to send didn't want to use his CC.
Kinda stoopid way of doing this, but it takes the risk off of their shoulders and supposibly makes you more responsible when expensing things.
This is the way my company does it.

After that time though, they have been much more responsive and have gotten me my check within a week.
