My girls Uncle Dave was Arcadia Police Cheif until he retired about 2 months ago... they can pull you over anywhere for anything and just hold you till the proper authorities get there.

The short sweet answer is, yes, he can pull you over and ticket you 
. Cops have statewide jurisdiction. There are some special circumstances about crossing county lines and sending you to the right court but I don't think you crossed a county line so it would't apply.
