that could be a partial fee. if the insurance takes 3 or 4 partial payments for the year.. then you could be paying say 40% first, then 30,30..

Is your credit OK?

Not meaning to pry but I know utility companies will also ask for a deposit unless your credit is really good.......Thought this might be similar......

No question about credit was asked. The agent mentioned the downpayment include first and last premium. I just don't remember paying for anything like this.
