Default Emissions testing

Alright folks, let's say I move to California.

What older used cars can pass emissions in stock form?

I'm looking at E46 M3's, C5 Z06's, and NSX's

this is also a stupid question but can the S2000 can and for how long?

Cars have a smog expiration date when they magically can't pass?

As long as it's stock, and in healthy working condition, every car sold can pass smog?

And no, No stock S2000 has ever passed California smog.

Are CA's emssions laws really that screwed up that even formerly legal, factory stock cars cannot pass??

That's what I thought... I've heard of people having to tune their exhaust systems because cars from the mid to late 90's couldn't pass today's emissions. I've been reading into the laws, and it seems its just general cars in specific are exempt, but once you register you gotta go get it tested and it varies.

I don't know anyone who has ever failed emissions with a stock car that ran well.

The problem is that those cars, are not operating properly. If it operates properly, or within the specified tolerances then it passes.

Easy concept
