I have to disagree with your post...
he's been caught speeding twice by the same camera.
Reasons being are: 1. He was exceeding the posted speed limit.
2. He was exceeding the posted speed limit.

I think we all know the request is along the lines of,
"how can I help get my mate out"
rather than,
"my mate was justified in breaking the speed limit".
Why the need for the lectures?

Worth a read, and may be of some help. When I reached a certain ammount of points for speeding, I invested in a Road Angel, I now only use it on roads that I've not driven before.

I'd be surprised if one of these was any use but I suppose if he wears a very big one over his head the photo might not be able to identify him
