Good move by Honda - but whether it works out will depend on whether they can persuade the Honda main board to let go of the reins and cede operational control to the F1 outfit.
As I understand it, a lot of the current problems stem from the fact that the F1 division has had to be run effectively by committee rather than one or two key individuals, because of the need to keep going back to the top brass in Tokyo.

Ron Dennis split his role in the company, AFAIK from Chairman & CEO and appointed Whitmarsh as the latter.
But Whitmarsh may be CEO but there's no doubt that Ron still, well and truly, runs the outfit.
At Honda, it seems Fry is the man in charge and all those other flunkeys who've now been binned were merely can-carriers whom Fry could sack when things got ropey back at Honda HQ...
Therefor I think Fry should be 'promoted' away from the F1 team and Brawn should be given full control over all things F1.
It seems the same at Toyota too where a massive budget and a good team are being ruined by 'committee' management rather than a leader taking control and kicking arse where need be and making decisions and taking the responsibility for them. A focal point for the whole team if you like.

I must admit, when I read that Brawn was going to Honda, I assumed it was because Todt wouldn't stand aside for him to take the Principal role at Ferrari.
I was wrong on that one...

Hiroshi Oshima, Honda's operating officer, said the appointment was made with an eye to improving on the team's disappointing showing last season, when they scored just six drivers' points, and building towards a competitive future.
He said: "I am pleased with the structure we have put in place for the future success of our Formula One team. A great deal of consideration has been given to the areas in which we need to develop and I am encouraged that we have a strong basis for the future.
"The appointment of Ross Brawn will bring world championship winning experience and technical vision to our team and I expect Ross and Nick Fry, who will now be able to concentrate fully on running the commercial and business aspects of our company, to work closely together to bring success to Honda in Formula One."
