If you flash people with their rear fogs on, they usually have no idea why you are flashing them. If they are dozy enough to not realise they have them on in the first place, they certainly wont know why you are flashing them! WAKE UP [in a Pro Plus type voice]

I often drive with my regular lights on in broad daylight, not because I think it looks cool but purely for safety (went out with a Scandinavian for years and got the habit from them).
