Marussia, Caterham, and any other low budget non competitive teams should not in my opinion be in F1, what's the point?
Exactly what the budget cap was supposed to address. Being up front is easy when you have near unlimited funding.
Toyota had nearly unlimited funding (it was a lot higher than anyone else).........That worked well for them

It was at a time when you had Renault, Ferrari and McLaren at the top of their game. Honda and red bull were on the up and up and Williams and sauber were competitive. Toyota just didn't have the right staff and their management structure (six sigma anyone?) doesn't fit with the black art of car performance.

hence my BS post earlier- F1 requires serious money but it also requires talented people, the talented people go where they are paid most (for the most part) or given the most freedom to express themselves. I never care about constructors championships they are just faceless big corporates on the whole. I am interested in the drivers championship, and over the years 'teams' have had moments where they dominated, usually because of a couple of things - designers (creating something the others hadn't considered, Mercedes novel design of their powerplant, Neweys aero designs in the various teams he has been involved in. Brawn double diffuser, etc etc often little to do with having more money than their counterparts). Then drivers, who given a good machine can take the car further (Schumacher with Benetton and Ferrari, Senna, Hamilton, Alonso etc.) - money is required in F1 but it is not that which makes the difference, it is the things above ... and a little slice of luck along the way too.
