His car did lift the truck because the nose of Bianchi's car went underneath it.

Articulated trailers have skirts and crash bars to prevent exactly that.

Yeah this is how it's supposed to work in F1, basically treated like a speed limit sign on the road. The speed limit changes when you pass the sign, not when you first see it. Of course it falls down slightly because the drivers only have to show that they haven't set a personal best time to avoid penalties, which means they are usually still seriously shifting despite the flags.

In practice, I suspect it works like MB said, the boot goes down as soon as they see the green flag, as the slightest lift off is currently enough to keep them within the rules.

Yeah, "racing" doesn't recommence until after the flag, but they are still giving some beans in terms of sector time. The entire thing is a bit silly because a small lift is enough to stay within the letter of the rules, but that really does not ensure that the drivers have safely passed through the yellow sector. Can't blame the drivers - the rules are what they are, and of course they are going to try squeeze every last bit out of time that they can out of the track, because the guys in front and the guys behind are doing exactly the same.
