No. Whilst they were called Renault, they were bought out by a private conglomerate but kept the name. They then later changed their name to Lotus. Other than the engine, there's been no connection to Renault for a while.

thats a driver who deserves a fezza/mclaren seat.

 

Could the FIA not impose a speed limit on the cars that would work in much the same way as the pit lane limiter instead of numerous safety cars. Race control would give a 10 second warning or something then remotely activate it.

If they keep bringing out safety cars you just keep on bunching the field up which is irritating. Also don't think canopies are the answer.
