Surely there's a manner of dealing with the asbestos - perhaps you must seal it with a water/pva mixture first then paint onto that. Painting the floor will make a huge difference - grey rather than say red will help light transfer.
Get the roof material tested and seek advice .
Painting it with either PVA or emulsion is ok depending on the type of asbestos , but it's all dangerous. Do not touch it !
Avoided disturbing it , do not do anything to create dust from it
It kills many years later when you will have forgotten where you came into contact with the dam stuff
I have been in contact loads of times over the years , and my chest x rays show lots of scars which are possibly asbestos related People I'm my industry have died as a result of contact with it, and their immediate family members where dust had come home on clothes

Working in the O&G Industry you know all the dangers and especially the safety precautions. I have always been careful around it to ensure that I have never disturbed it as I am paranoid about the stuff.
Get it removed IMO
Wish I'd never started already, my interior wall is block and it's a f@#ker to cover. I've done maybe 1/3 of 1 of 3 walls so a 9th ish in 2hrs and used 10l of paint

Haha yeah it's a nightmare, well the first coat anyway... I got a mate over to help me with offers of a free fish and chips. Music on and chatting, it makes the process a lot easier!
Block work is a pain , they are like sponges and the joints are a pain dependant on the bricky and if he was told to do "fare face " or just bash em up .
At work we now paint lots of lift shafts to improve the working environment , kill dust, and raise the lighting levels to an acceptable level for working ( 50 lux min ) we use and specialist contractors use "airless " spray plant , it's the only quick, cost effective and efficient way to do the job painting over all sorts of poor surfaces , matt emulsion works best . Trouble is the plant is expensive not only to buy but hire also .
So grit your teeth and carry on !
