I actually downloaded some 1991 episodes recently, just to remind myself what it was like. Clarkson was incredibly posh sounding But the main thing that stuck in my mind was, apart from the Tony Mason updates on motorsport (Rallying mainly), it was actually amazingly dull

BitTorrent as I recall - don't have any older than 91 though.

BBC will provide copies of programs back to a particular date if you have a valid reason though.

It was Stiggy who did the lap, not Clarkson. He seemed to be really monstering the kerbs/apexes and had it bouncing like a space hopper!
