Haven't heard of this before but I could well believe it. There's also a law against pulling away too fast from a set of lights called "furious driving".

I was doing about 10mph the other day in second and floored it, which as you all know is met with a nice throaty rumble (especially with airbox lid off!) with little acceleration, at which point an old woman jumps onto the road waving her stick at me (doing less than 20mph??)
I should have stopped but the amount of disapproving looks I get, I would be there all day..
