The reason you have a hard time getting it passed is that once you fail, it is recorded in the state's records. After you fail once, 'friendly' shops can see this, and they will not pass you because passing too many previously failed inspections draws attention from the authorities.
If you remove the tint, have it reinspected at an 'unfriendly' shop (the one that failed you), so you don't inadvertently draw attention to the 'friendly' shop. Especially if you plan to re-tint them after. If you get pulled after the re-tint and fail, they look to see if the shop that passed you disproportionately passes previous fails and, if so, investigate further.
If you want them re-tinted, I highly recommend my neighbor. Professionally, he does the tear-offs and 'invisible bras' for many of the NASCAR and IMSA teams. He does the same on the side and also tints glass, and he guarantees his work. He did my wife's car 5 years ago, and I forgot until now because we cannot tell it's there. Her tint is barely over the legal limit, but with the factory tint in the glass, she is well over. My neighbor referred us to a shop he knows will pass it, and we never had a problem. Send me a PM for his contact info.

What's the legal limit for tints in NC? Since Oklahoma doesn't have inspections literally at all, this is something I'm going to have to consider whenever registering my car there. My tint is really dark.
