My esteemed peer (in many ways) Mr. Yoder actually cooked it up: sliding-sale taxes on profit upon sale.

1. It keeps people in their homes and provides the stability incentives that Prop 13 did want to assure.

2. Still generates revenue, and arguably, in a non-parity but still ascending manner to compete with inflation/COLA/increase in incomes.

If there's another recall, I'm running with this.

could you name for me a musical artist i could seed into slacker or pandora in order to expand my musical horizons? i'm in need of new music.

But doesn't that require a sale? Given the boomer's ages, won't we get a bubble?

I think the issue is more structural, we overpromise. The bureaucracy is a nightmare and the buffoonery is at a remarkable level. We have a two-tier economic system and the middle (which I think is the crux of civilization) is getting the worst of it.

I need more information. You need to tell me what general aesthetic you're looking for. I could recommend John Cage, and you might get pissed off with what Pandora sends back.

It requires a sale, but once again, there's a sliding formula in there somewhere to act/counter-act. I'm not saying it's a fleshed-out idea, but there's some odd precedence for it in Manhattan mortgage brokers eating the property tax by auto-liquidating the appreciation (with the owner's signture, of course).

Not to dovetail 2 to 3 different threads (too late), but the other issue with Prop 13 lies in the 2/3rds rule that was lovingly included in the referendum (hence the buffoonery).
