Why is hurricane Pam so significant when NO has been facing flood problems for 100+ years? Just because studies resulting from that hurricane quantified the potential damage, the danger was known long ago.
I am not blind to the shortcomings of our government. I just believe it doesn't start at the top. It starts at the bottom. That means every single US citizen. Our government is the way it is because all of us, collectively, allow it to be so. We have only ourselves to blame.
Likewise, our safety begins with ourselves... then our friends and family... then our community... and hopefully our state and national governments.
It's human arrogance that allow people to live in a city below sea level between an ocean, a lake and a river. Nature will always beat human technology.

Our wonderful Army Corps of Engineers (who are very fallible) needed four years just to complete the study. This disaster was not going to be avoided by anything started in this century.
