Pretty sure this is a fact. Last time I tried they made a big fuss about it and told me to hold it in

Poorly word, but correct. Any time a plane is on the tarmac but not at a gate, all passengers are to be in their seats wearing seat belts. It has nothing to do with having just landed or being stopped.

Also, if you just landed, I can't imagine wanting to use an airplane crapper when the airport terminal is 10 minutes away.
