BB I think the KEY here is that is read A COMPLETE STOP as in they ARE at the gate
Tarmac usually means something different than at the gate. Planes stop on the tarmac all the time. It's a moot point however, as I said, if the plane is on the ground all pax are in their seat with seatbelt until the captain turns off the seatbelt sign (which happens after the plane is parked at the gate).

I had to look up what an afghan hound even was, but I'm pretty sure that's the dumbest breed of dog, not the smartest. Duuuuuuuuuuuuuuuuuuuuumb.
