I think I'm going to go with FACT.
Do people in communist countries even vote? If not, even if Finland was the last democracy to allow women to vote, I would assume that at the time, women (and men) in communist countries still can't vote.
Unless of course, this is so recent that it's after the communist countries have given up on the communism thing. Which I doubt.
