I DON'T believe that it included technical data or materials for weaponable nuclear production...

Seriously-I also need to do some research on this also--but I do believe that NK got to the point of where they are now, as a result of that "deal" between NK & the Clinton admin.

I am not throwing Clinton under the bus for this, it may have started back under the Bush 1 admin.
