Hockey isn't just a game, it's entertainment for the 18,000 people in the stands and (hopefully) few hundred thousand watching on TV. The shootout simply gives an enertaining outcome.
IMO, the same result could be ultimately be had with a 3-1-0 system (3 pts for win, 1 for tie, 0 for loss). There's much less desire to accept ties at that point.
If you want to look at shootouts in a different context, look at soccer. The shootout is an accepted part of the game; but from the time players are in their mid teens, it's simply a guessing game. Most players at an elite level can put the ball on goal approaching 100% of the time; and even the best goalies in the world would have at best a 50-50 shot at stopping them without cheating (which too many referees tolerate).
